New Programs Available For Home Heating Assistance

The Kno-Ho-Co-Ashland Community Action Commission’s Emergency HEAP program continues to provide assistance to those in need of home heating assistance.  Emergency HEAP is a federally funded program administered by the Ohio Department of Development, Office of Community Services that provides financial assistance to low-income households that are threatened with disconnection from their heating source, or have already had service disconnected. Those households serviced by a PUCO-regulated utility must sign up for the Percentage of Income Payment Plan (PIPP) or an alternate budget payment plan in order to receive energy assistance.  Those households utilizing bulk fuel must have a 10 day or less supply.  Households seeking assistance must meet income guidelines established at or below 175% of the Federal Poverty Level.  As an example, a household of one can earn up to $18,200 annually, a household of two $24,500, a household of three $30,800, a household of four 37,100, with increments increasing with additional household members.  Income documentation for all household members along with social security numbers, electric and gas bills, and other documentation must be presented at the appointment.  Approved applicants will also have their application automatically transmitted to the State HEAP office, where additional assistance may be available under the Regular HEAP program.

Eligible households can receive financial assistance once per heating season.  The HEAP heating season is November 1, 2008 - March 31, 2009.  The benefit amounts are as follows:  PUCO regulated gas or electric customers may receive a benefit of up to $175, non-regulated electric or gas (i.e. co-ops) may receive a benefit amount up to $250.   Income eligible bulk fuel customers may receive up to $350 for wood or coal, up to $750 for propane/bottled gas, and up to $950 for fuel oil.

American Electric Power customers who are over income for Emergency HEAP may qualify for the AEP Ohio Crisis Fuel Fund Program.  This program is designed to assist AEP customers with their electric bill who are not income eligible for the traditional HEAP program.  Changes just implemented include any customer may receive assistance whose income is below 200% of Federal Poverty level.  As an example a household with one family member can earn up to $20,800, a household of two up to $28,000, a household of three $35,200, a household of four $42,400, for each additional member add $7,200.  Potential applicants must be an AEP customer, but no longer need a disconnect notice to qualify.  A one-time benefit up to a maximum of $175 is available.  This program has been extended and will operate May 31,2009 or until funds are depleted.

A new program has been established to help Columbia Gas customers.  This program is targeted to customers who are over income for the HEAP program and must be between 176% - 200% of the federal poverty level.  This program may provide a one-time benefit up to $250 on a customer’s Columbia Gas bill and a termination notice is not required to qualify.  This program operates until funds are depleted.

To learn more about the many programs available for home heating assistance or to schedule an appointment, phone the Kno-Ho-Co-Ashland Community Action Commission’s HEAP office.
